This will mirror all the Gentoo releases and development snapshots; it
is distinct from the Gentoo Portage mirror, which mirrors only the
package tree.

Fedora.org makes some pretty specific requests of mirrors; I changed our
fetch-script to be compliant with those.  Also switched our source from
kernel.org to wpi.edu, which only serves IPv6 and Internet2-connected
clients.

ubuntu-cd image doesn't need to do a two-stage sync, and it doesn't need
the exclude lines that the other ubuntu mirrors need.
